Market rate means the firm's filed schedule
The Beijing guidance ranges do not price ordinary commercial work.
Jingfagai Gui [2016] No. 10 keeps government guidance for criminal defence and for a defined list of livelihood, public-interest group, and state-compensation cases. A contract, company, or intellectual-property dispute is outside that list.
Using the livelihood brackets for a commercial claim would invent a price the notice does not set. Ask the firm what it filed.
