The ministry opinion and the Beijing schedule cover mainland practice. Hong Kong solicitors, Macau lawyers, and Taiwan lawyers are priced under those systems.

A cross-border matter can involve both. Ask which office is charging which part, and do not apply the Beijing criminal range to the Hong Kong piece.
